United States Files WTO Case Against China to Protect American Jobs
September 20, 2011 - United States Trade Representative Ron Kirk announced today that the U.S. has filed a case against China before the World Trade Organization (WTO) to protect jobs in America's poultry processing sector, which directly employs 300,000 workers, as jobs in this sector are threatened by China's imposition of duties on imports of American chicken products. This is the latest in a series of enforcement steps the United States has taken to hold China accountable for its WTO commitments, including actions at the WTO against China's treatment of steel products, industrial raw materials, electronic payment services and wind power equipment as well as actions in the United States to address rapidly increasing Chinese tire imports. In each of these matters, the key principle at stake is that China must play by the rules to which it agreed when it joined the WTO, including commitments to maintain open markets on a non-discriminatory basis, and to follow procedures in a transparent way.
"To be clear, the United States does not arbitrarily seek disagreements with China," said Ambassador Kirk in a news conference today. "However, we will not stand still if we believe that China has violated its commitments as a WTO member and is therefore threatening American jobs - in this case hundreds of thousands of American poultry industry jobs. Our actions against China simply demonstrate that the United States is prepared to take every measure necessary to stand up for American workers by ensuring that China - or any of our other trading partners - does not misuse laws to prevent exports of U.S. products."

USTR Ron Kirk Applauds Senate Passage of Key Trade Programs
September 22, 2011 - United States Trade Representative Ron Kirk today applauded Senate passage of legislation renewing the expired Generalized System of Preferences (GSP) program and also renewing key Trade Adjustment Assistance (TAA) reforms. GSP promotes economic growth in the developing world and benefits American importers and consumers by providing duty-free entry for thousands of products from developing countries. TAA provides training and support to help workers, firms, farmers and fishermen transition to alternative employment if their jobs are negatively affected by trade. TAA is an essential component of President Obama's balanced trade agenda, which aims to create jobs here at home by boosting American exports while recognizing the potential costs of trade as well.
"The Senate's action is an important step toward renewal of the Generalized System of Preferences and enactment of Trade Adjustment Assistance reforms and the pending trade agreements with South Korea, Panama, and Colombia," said Ambassador Kirk. "Discussions continue with congressional leadership on how these bills will move through the legislative process. The trade agreements, along with Trade Adjustment Assistance, are an integral part of the President's plan to create jobs here at home. The President looks forward to their prompt passage."

Ambassador Kirk Lauds the Common Market for Eastern and Southern Africa for Advancing Regional Economic Integration, Strengthening Trade Relationship
September 22, 2011 - U.S. Trade Representative Ron Kirk today hosted trade talks with a delegation from the Common Market for Eastern and Southern Africa (COMESA) - the largest regional economic organization in Africa and a key United States trading partner. The talks were held under the U.S.-COMESA Trade and Investment Framework Agreement (TIFA), which provides a high-level forum for advancing a cooperative partnership on bilateral trade and investment issues. During his opening remarks, Ambassador Kirk commended COMESA's work in advancing economic integration in sub-Saharan Africa.
"We know that regional economic integration is a powerful engine for growth and development, which is why the United States has long supported COMESA and other regional economic communities in Africa," said Ambassador Kirk. United States and Kazakhstan Sign Bilateral Agreement that will Open Markets, Support American Jobs
September 22, 2011 - This Week, as part of Kazakhstan's negotiations to join the World Trade Organization (WTO), Deputy U.S. Trade Representative Demetrios Marantis and Minister of Economic Integration Affairs of the Republic of Kazakhstan Zhanar Aitzhanova signed a WTO bilateral market access agreement. The agreement signed on Wednesday will allow U.S. service providers to benefit from significantly expanded opportunities in Kazakhstan's markets once it joins the WTO. U.S. businesses will be able to continue to expand in Kazakhstan in sectors where the United States is a world leader, including energy, financial services, movies and television, express delivery, and computer services.
"Kazakhstan's desire to join the World Trade Organization demonstrates its commitment to the international trading system and to its own broad-based economic reform and trade liberalization," said Ambassador Marantis. "Upon Kazakhstan's accession to the WTO, United States services suppliers will benefit from increased opportunities to provide a wide range of services in Kazakhstan, as well as an improved environment for doing business, which will support jobs here in America."

Readout from the Fifth Meeting of the U.S.-Pakistan TIFA Council
September 21, 2011 - Senior officials from the Governments of the United States and Pakistan met yesterday to continue their trade dialogue and evaluate progress under the United States-Pakistan Trade and Investment Framework Agreement (TIFA). The officials discussed a wide range of investment climate issues including market access, the U.S. Generalized System of Preferences (GSP), trade promotion efforts, intellectual property rights, and sector-specific investment challenges.
The meeting marks the fifth meeting of the U.S.-Pakistan TIFA Council. The U.S.-Pakistan TIFA , which was signed in 2003, has been the primary forum for bilateral trade and investment discussions between the two countries. The TIFA process has been the focal point of a sustained and multi-faceted high-level engagement between the United States and Pakistan on trade and investment issues, including addressing impediments to greater trade and investment flows between the Parties. U.S.-Pakistan trade and investment flows witnessed significant improvements in 2009-2010, notably a 17.5% increase in U.S. exports and a 25% increase in investment from Pakistan to the United States.

Ambassador Kirk Meets with Philippine Trade Secretary Domingo to Promote U.S.-Philippines Trade and Investment
September 21, 2011 - United States Trade Representative Ron Kirk met today with Philippine Secretary of Trade and Industry Gregory Domingo to discuss bilateral, regional, and multilateral trade issues and to open a Trade and Investment Framework Agreement (TIFA) meeting, which will last through Friday. The Philippines is a key market in Southeast Asia for U.S. exporters of goods, services, and agricultural products. Two-way goods trade between the United States and Philippines totaled $15 billion in 2010. U.S. agricultural exports totaled $1.6 billion, making the Philippines the 11th largest agricultural export market of the United States. Services added another $4 billion to the bilateral trade relationship in 2009.
"The Philippines is an important friend, ally, and trading partner of the United States," said Ambassador Kirk. "Trade with the Philippines already supports thousands of jobs in both countries, and we have a strong shared commitment to working together to address outstanding issues and explore new trade and investment opportunities that can create even more jobs for our people."

Ambassador Kirk, Minister Pangestu Meet Under Trade Dialogue
September 19, 2011 - Today United States Trade Representative Ron Kirk held a wide-ranging discussion today with Indonesian Minister of Trade Mari Pangestu under the U.S.-Indonesia Trade and Investment Framework Agreement (TIFA). The two ministers discussed bilateral, regional and multilateral trade issues, including the importance of expanding cooperation on APEC issues prior to the Leaders' Summit in November. With respect to the bilateral relationship, they welcomed the rapid increase in bilateral goods trade last year to an all-time high of $23 billion. U.S.-Indonesia trade supports U.S. jobs in sectors such as aircraft, agriculture, machinery and electrical machinery, and professional services.
"Trade with Indonesia supports American jobs in sectors across the U.S. economy, and this relationship has tremendous potential," said Ambassador Kirk. September 22, 2011- United States Trade Representative Ron Kirk and Indian Minister of Commerce, Industry and Textiles Anand Sharma met today in Washington, D.C. to discuss ways to strengthen the growing bilateral trade and investment relationship, including through more active engagement under the U.S.-India Trade Policy Forum (TPF). The TPF is the primary bilateral mechanism for addressing trade and investment issues. Ambassador Kirk and Minister Sharma agreed that the TPF played a critical role in promoting trade and investment flows between the two countries to higher levels that better reflected the importance of the bilateral economic partnership. They reaffirmed their commitment to helping ensure that the TPF produce concrete outcomes that would be meaningful to workers in both countries.
